Ofsted’s recent report has found that both Tower Hamlets Children’s Services and the Local Safeguarding Children’s Board (LSCB) are inadequate. The report identified poor leadership, management and governance in Children’s Services and noted serious and widespread failings across core social work teams. In particular, inspectors called on the service to take urgent action to protect children at risk of becoming involved in gangs and youth violence.
In addition, Ofsted found that the LSCB was not discharging its statutory functions with regard to safeguarding of children in the borough.
In light of these findings, we are calling for the council to launch independently chaired peer reviews of Children’s Services and the LSCB, in order to provide the necessary oversight and hold the Chief Executive and Director of Children’s Services to account for publishing a concrete action plan to tackle these failures.
We, the undersigned, call on Mayor John Biggs and Tower Hamlets Council to urgently convene independent peer review boards for both Children's Services and the Safeguarding Children's Board and to publish an action plan outlining how improvements in governance and management will be achieved.
